Prime Minister Hun Sen yesterday hit back at opposition critics of his efforts to seek French expert help in modernising old colonial maps of Cambodia’s border with Vietnam, rejecting their claims that such an effort would require a constitutional amendment. 

The Constitution stipulates that only the 1/100,000-scale Bonne-projection map created by the French can be used for demarcation, with Hun Sen denying that converting that map to a 1/50,000-scale UTM map for ease of use would be unconstitutional.

“Article 2 of the Constitution will not be amended, because we will still use the 1/100,000 map. The duplication or extension of the map to 1/50,000 is a technical issue to facilitate the measurement and border post planting only,” Hun Sen said in comments published by the pro-CPP Fresh News. 

“In the suspicious or doubtful cases, or for different interpretations, we will refer back to 1/100,000 map as the foundation. Therefore, the Constitution’s stipulations about the map are not affected.”

Opposition leader Sam Rainsy said this week he, too, did not believe the Constitution needed to be changed to use French-made UTM maps, though some in his party have disagreed.

    To make everybody happy and to serve the best interest of our country, I would like to propose some suggestions.

    No need to convert the legitimate map from Bonne to UTM yet, not yet at this moment !
    All we need to have now is a complete set of, but bigger, larger Bonne map.
    So simply we would like France to help us change the scale of Bonne maps !!!
    Why I am not pushing for UTM format even though it is more modern, GPS ready etc.. ?
    Here the reason :

    If you change from Bonne to UTM, the size and shape of the area on map will changed too.
    That result comes from using different projection methods.
    To illustrate my point, take a look at Greenland and Antarctica on both maps, the Bonne and the UTM maps.
    First take a look on the Bonne map then on the UTM. You will notice the different looks of areas.
    The size of Greenland and Antartica appears so distorted and becomes ridiculously big in UTM format. With that effect, a SMALLER SIZE of Cambodia will look AS NORMAL on the UTM map !!!
    Frankly, it is not that bad though, because while Cambodia is situated closer to the equator, Antartica and Greenland are closer to the poles instead !!!
    But anyhow, just be nice and be slow and be safe with your best friend. Especially with that best friend !!!

    What!!! Scam Rainsy already gave his blessing over seeking France for help, now some CNRP challenged both Scam Rainsy and Mr. Hun Sen? Look to me, Scam Rainsy is not in control of CNRP, Kem Sokha is.
